Chicago's Construction and Demolition Site Waste Recycling Ordinance requires contractors to recycle at least 50% of non-hazardous debris generated on covered projects. The ordinance applies to new construction, renovations requiring a certificate of occupancy, and demolitions of residential buildings with four or more units or commercial structures.
Under the ordinance, contractors must track the amount of C&D debris generated, achieve the 50% recycling threshold by weight, and submit a Recycling Compliance Form along with a recycler affidavit to the Department of Public Health at project completion. Non-compliance can delay project closeout and result in penalties.
C&D debris includes materials such as concrete, brick, asphalt, wood, metals, drywall, roofing materials, and cardboard—most of which can be recovered and diverted from landfills when processed at a certified facility.
